Facilitator Biographies

Anna Bosch 

Anna Bosch (she/her) has a Masters degree in Public Health from the University of MN and has over 15 years of experience in direct community work in sexual health education and HIV/STI testing and prevention. She currently works as the HIV testing coordinator at the MN Department of Health    and is responsible for coordinating HIV testing and prevention work across the state. She also oversees the operations response to a current HIV outbreak in the Twin Cities area of MN. She enjoys facilitating more intentional engagement with communities working on the frontlines and communities most impacted by HIV in order to better inform prevention and harm reduction work at the state.

Tara Carmean

Tara Carmean has a Masters in Social Work from the University of Texas at Austin and has over 10 years working as a planner for social services and public health programs with local and state government agencies. She currently works as a Planning & Evaluation Specialist for the Minnesota Department of Health and is responsible working with the MN Department of Human Services to implement END HIV MN, the statewide plan to end the HIV epidemic, and provides project management, evaluation and planning support to the MDH STD/HIV/TB section. Currently, she’s working on COVID-19 response activities and providing planning support for a current HIV outbreak. She has a particular interest in facilitating community engagement.

Samantha Hughes, MPA

Samantha Hughes, MPA (she/her/hers), currently works as a consultant for the Kansas City, Missouri Health Department, HIV Services, after serving 27 enjoyable years with the City of Kansas City, MO (KCMO).  She spent 17 years at the KCMO, Health Department in the role of the HIV Services Manager, where her responsibilities included, administering the Health Resources and Services Administration (HRSA) Ryan White Part A/Minority AIDS Initiative, Center for Disease Control and Prevention (CDC)/Missouri Department of Health and Senior Services(MODHSS) HIV Prevention, HOPWA, and Shelter Plus Care grants.   In addition, she served as the Ryan White Planning Council Support Manager for 15 of the 17 years providing HIV Prevention testing and education for the Kansas City Transitional Grant Area in 15-counties, covering two states, responsible for providing high level direction and support to the Mayor’s Ryan White Prevention and Care Planning Council, a legislative body appointed by the Mayor and HIV Prevention Community Planning Group for the State of Missouri Department Health and Senior Services. Samantha is currently pursuing a doctorate in Management and Organizational Leadership from the University of Phoenix, she has earned a Master’s in Public Administration and a Bachelor of Science in Management from Park University and an Associate of Science in Computer Programming from Penn Valley Community College.

Eve Mokotoff, MPH

Eve Mokotoff has worked in the field of HIV for over three decades, focused on using HIV surveillance data for prevention and care. Until 2012 she was located at the Detroit Health Department while working for the state of Michigan’s public health department guiding the state’s HIV surveillance program. Since 2012 she has worked as a consultant and provided technical assistance to over 20 health departments on various topics including security and confidentiality of HIV data, Data to Care, HIV Cluster Response, and identifying evidence-based interventions. She has been on the Board of Directors of Unified, HIV Health and Beyond since 2013 and has been its Board Chair since August 2019.

Jacob Watson

Mr. Watson has been working with molecular HIV surveillance data since starting at the Michigan Department of Health and Human Services in 2016.  He provides the epidemiolocal support for the SHiNe (Shared HIV Networks, Michigan’s molecular HIV surveillance program) initiative and for Michigan’s Data to Care program.  Prior to his work at the State of Michigan he worked in the fields of zoonotic disease and international public health in New York City.  In addition to his position with the State of Michigan he serves as an Adjunct faculty member in the department of epidemiology and community health at New York Medical College.
